Lacquer coat polishing

I'm looking at a 172, the only issue I can find is where the rear quarter panel has been sprayed at some point. The colour match is bang on, but the lacquer has some small craters in it about 3mm in diameter where it looks like it has reacted with something.
could these be filled by a bit of brushed on lacquer and the whole panel (and the rest of the car) mopped or DA'd to tidy it up?

if it's reacted with something then chances are even the base coat will have to come off to sort it.
