loose indicator stalks and sttering rack cover

When i use the volume button/indicators the console bit moves with the other controls, took the cover off and its the actual electrics unit part that is on the steering rack thats moving and the shroud etc is atached to this and thus is also loose. Can you tighten it up? i tried tightening the covers up with the 3 screws on the bottom but as i said it makes no difference as these are just screwed into the box that the indicator stalks are attached to which is what is loose. any ideas how to tighten this thing up?

yes really bad, i think thats whats making a clicking noise when i turn the wheel as well. How is it secured to the rack itself?
