MOT failure on rear brakes 172 cup

Hello
Just had my 172 cup MOT'd today and it failed on the rear brakes efficiency, its well below the standard but funny enough when you try the handbrake it passes with flying colors.

We've tried replacing the pads but still no joy - has anyone expeirewnced anything similiar with their's, we're hoping to have another go at it tommorow checking the brake pipes, brake servo etc etc

Any help will be much appreciated

TELL them to pass it...that's how it left the factory and exactly how it should be!
