n/r brakes dont work

my1996 1.2 clio car failed the MOT on NO BRAKE READINGS ON THE FOOT BRAKE on the NEAR REAR The hand brake works ok i have had a look the shoes are ok the adjustment is ok. no brake fluid leaks.the car does not have ABS please can any one help
