Offside Rear brake recording little or no effort

The service brake shoe is expanding as it should, Cylinder isn't jammed or leaking.

What else could course the loss in braking effort on that side.

Also no air in the system.

If it isn't jammed or stuck in its movement there no air in it etc then what cna be the problem?

New clyinders are cheap enough and easy to fit

Cylinders are easy and cheap but removing the old pipe nuts isn't :p
Just changed the old one. But now not sure what else to do.
put new shoes in it also changed the Flex back to the cylinder and the cylinder.
I just don't want to use the free re-test for them to say it still isn't good.

Is it adjusted up correctly?

:S How do you adjust the service brake part of the rear braking system ?
I've used the rear brake adjuster to get the parking brake perfect so that's adjusted it the best I can with out it sticking to much
