Permanent Water Marks???

The roof and parts of my bonnet look like they have water marks on (can't get a photo as the light and angle needed you get glare and you can't see it)! I have washed and hand polished many times and they are still there. It is as if water marks have been laqured over and are there permanently!!
Any suggestions?
was going to get my brother to machine polish it as he loves doing that kind of thing (you have not seen a clean car until you see his, its unreal). or is it an excuse to get my roof painted black sooner??

Try a hair dryer or heat gun for a short period and see if they disappear, could possibly be water marks that have been baked under masking sheet when it was last in a bodyshop,

Has it been in a bodyshop for paintwork recently?
