powerflex dog bone mount

as above ive read a few threads on this now but am still struggiling to get my head round it so here goes do i have to take the metal lip off the outside of the dogbone mount itself. does the powerflex item have to be central in the mount and where do the two washers go. if there is anything else that i shud no cheers in advance

the metal lip comes off yes, i hammered a screwdeiver inbetween that and the mount and prized it off. the washers go on the small end of the mount.
