Rev limiter and engine light

just driving home from work when the light under the petrol light came on, the car went very slugish and was limited to 3000 revs, could someone please tell me why this is??

I stopped and turned off, then back on and it was fine again

i believe its called limp mode , when it detects a problem with the car
