Rolling radius Diff

I currently have a set of 16" alloys
with 195/45 profiile tyres on them yoko a359 or whatever they are

Looking for either Cup turinis - which is impossible so really given up on that idea

but theres heaps of wheels in 17's that i really like

with a 205/40 profile tyre

is there really that much difference from 16s-17's in terms of accel and speed wise?
obv 0-60 will be longer and top speed higher

but whats peoples previous experiences?
also regarding handling please
