Should there be 2 rear fog lights

Just changed my rear light units on my 2001 phase 1 172 for phase 2 one's.
Used the guide on here which saved a lot of messing about so thans to whoever did that.

My question is; should there be fog light on near and offf side?
I have a cable on both sides but the near side one (pink) is dead, I wonder if this is a generic wiring loom to cater for left and right hand drive cars bearing in mind that some cars only have one fog light now.

Also, on the phase 2 lights, should the tail light be the bottom one or the top?

Nope, just on the outer most point of the OSF
