Spare keys

If a car only has one key, and i want to buy a spare key, do i have to get it programmed even if i dont want the central locking. (It is a spare key after all)

If you buy from Renault, they come pre-coded for the immobiliser from France. They program them for the doors at the dealer iirc, which you can chose not to do (its 3/4 hrs labour usually)
You'll will need to get a blade cut for it though.

Most key cutters can do a key for under a tenner

I've got one, cost me £6 but I can only open the passenger door manually to get in the car. It will not start the engine/disarm the alarm
