I have a brochure from 1995 for the Mk1 (when I had a 1.2 "Les Routiers" special edition 1.2 in Xerus Grey ), which tells me that the RN models had power steering as standard - and electric windows as an option. The RN was one up from the base RL model, which only had PAS as an option with the 1.9 diesel engine.
Personally, Id suggest you looked at the 1.4 RT model - it was well equipped and doesnt cost much more to run/insure.
My old 1.2 Les Routiers was pretty much the same as the Oasis special editions. I liked it a lot, despite the lack of PAS and electrics.
I loved my 1.2.....my mate had a 1.4 RT and chucking at around the country labes there really wasnt much in it, over about 40 he would pull away slightly on a straight, but it was fecking quick up to about 40
