Spotted New 182, but was it legal

Hello,

Spotted a new 182 on friday afternoon driving out of Lincoln, but it didnt have any reg plates, on either the back or the front. Well actually thats a lie, it had blue ones saying "clio" in fancy writing. No delivery plates in the windows or anything. Is that legal?

If it was an import heading for a sva test then yes, otherwise I doubt it.
