Go Cheap and get some brasso from any hard ware shop. Get the wadding one it what we used and we have made a lot of stainless steel parts works a treat.
Depends on how bad the metal is. Generally when I get a car in, it requires a wash down with APC, de-tarring with Tardis, then fine grades of wirewool with either Autosol or Belgom Alu. Then I tend to use Blackfire Metal Sealant to make it much easier to clean the next time around.
