Standard 197 wheels....finish bubbled?

Just cleaning wheels and got raised areas on the spokes, no damaged to wheels but its like either finish is slightly lifting or my brother thinks just very poorl finished wheels with non flat surface....surely renault wouldnt let wheels that were not perfect leave factory? or is that just dreaming..
