steering wheel repair kit

must have caught my wheel with my watch or something, the surface layer is kinda (hard to describe) flaking off, everytime i touch, brush over it a bit more comes off.

its a circle about 5mm wide, any ideas!!?!?!?

Will be covered under warranty if under 3 years old, just changed my wheel and that was 100% warranty
