Tapping noise drivers side wheel

I get a tapping/banging noise when going over uneven ground when going slow from the drivers side wheel. Now, it's been in the garage so many times for this and he can't find anything wrong. Ball joints, bushings, etc etc. The noise doesn't happen when I hit a pothole, it's more of when the cars going in and out of small potholes. I never hear it at highspeed, it's only ever at low speed >20mph when I'm coming to a junction or going kinda 'offroad'. The mechanic did say something about the front right shockers rubber seal though.. and here is a picture. Could this be the cause of my knocking tapping noise? As you can see, the rubber is not sitting correctly and is misaligned.

^^^That won't be the problem its just a poxy bit of rubber the spring sits in.

Checked the spring hasn't snapped? check its seated correctly too.
