turbo blanking plate

folks i was speaking to a mate and he said to fit a blanking plate as it would stop "goose honk". Ive found one http://www.forgemotorsport.com/content.asp?inc=product&cat=0016&product=FMBPMIS <-- there and was wondering how to fit it? or if anyone knows how much it will roughly cost to get fitted and would this correct the problem ?

WTF is goose honk? the description looks like it'll seal off the recirc valve to allow for remote 'dump valve'. as it says. but im not sure if the 1.2 uses EGR or not...
