Voicemail On Mobile

Why don't mobiles have their own voice mail service rather than replying on the provider to offer the service?

I've downgraded my tariff which means I would have to pay 20p a minute to listen to voice mail, so I've turned it off!

Land line phone's have their own answer machine, so why don't mobiles?

Because the only time you'd use the voicemail is if the phone is off == no answerphone on, out of signal == no answerphone available or yer busy == which can't handle two calls at once?

The only time it would work is if ya just ignored ya phone..
