water temperature sensor faults

hi, I drive a 1.2 clio, 1998.

The problems-
my radiator fan never ever comes on,
the temperature warning light on the dash never comes on(but the bulb works)


the water has been boiling but neither will work, the fan works fine- as i tested it with another battery, and the sensor in the radiator works fine as i put it a pan of boiling water and continuity testor. but when i short circuit the connecting wires to the radiator temp sensor the fan wont come on. Also when i short circuit the connecting wires to the water temp warning light sensor, the light will not come on. Is there any other fuses that may be gone- the fan fuse in the fuse box is fine.

Any ideas? - the water got so hot it cut through the head gasket! lol. I have recently replace the head gasket and had the head skimmed. sort of need to get to the bottom of this temperature problem!
