What does the Lowest bulb in rear's do on Mk2's?

Its got a red plastic colouring over it and its not the rear fogs as far as i can work out, as their the top bulb..... ideas??

atm yea soon to be changed, ive tried that and i cant make it come on, but its got a bulb in the bulb holder for that position. STRANGE.
