Whining Belt? or something else?

I get a whining noise first thing on a morning & after I finish work, coming from the engine bay for about a minute. It then fades away & everything sounds normal.

I asked Renault about it when I got the car & they said it could be the aux belt. A year later I asked a garage where I got it serviced & they said it's the aux belt also.

So earlier this year I had the cam belt & aux belt kits fitted & I expected this noise to go away. But it still does it, & now it's maybe louder than before.

Is this normal?
 
There is a small valve in the exhaust system under the engine that opens for a brief time when the car is first started, I can't remember the name for it but my engine was making a similar noise and my local mechanic explained it was this valve.

The valve recirculates the exhaust gases when the engine is cold so it does not output poor emissions. As the engine warms up and the emissions level out the valve stops being used so the noise ceases. Just a suggestion but hope it helps....
