Wine/buzzing from engine bay when ignition on.

Help required.

When I turn the key so the ignition is on (lights on dash) there is a loud wine or buzzing coming from the engine bay which is a constant.

Took it to a local garage and they said it was normal but I'm sure it usually stops after a few seconds on my previous Clio's?

Oh and it's a 182 cup so no climate control.
