black/blue bullets

powder coated my wheels satin black now wantin 2 get rid of the chrome bullets and get them done blue with 2.0 16v in black but wonderin which is the easiest way 2 do it?

prime them then sand them down with 1500 wet and dry then paint them blue, then go over the writing with a black touch up stick, then laquer. mine are the same but i have black badges with blue writing
