Brake Problem



I'm new here sorry if this is in the wrong section. I have a Clio 2001 1.2 16v Dynamique. I have an intermittent spongy feeling coming from the brakes. Relucter rings have been changed, ABS sensors on the front have been changed. Disc and pads on front changed less than 10k miles ago. Sometimes when I brake there is a spongy feeling coming from them, when this happens there is a whirring noise coming from near the brake pedal.

Could this mean the brakes need bleeding? Any advice much appreciated.
 
Update to the last post. Turns out I had a leak from right front brake hose. Replaced the hose, bled the brakes, brakes feel perfect now but still getting interference from something when pressing the brake hard. Feels like an ABS problem now, with the ABS kicking in too soon and not working correctly? Also there is a strange noise coming from the ABS ECU when braking hard. Any advise would be much appreciated.
 
Update to my on going ABS problem. As I said in previous post there is no ABS light showing, I've had the car on a diagnostic tool and again it is showing no errors with ABS. This is a mystery and I'm tearing my hair out!

possible ABS pump fault. the noise wont be coming from pedal area though lol, its probably the pump u can hear actuating, but unless there's a skid condition or a sensor fault, you should never hear it.

Thanks MikeClio172SPT that was the way I was going next so it's good to have it confirmed. Much appreciated for your help. It seems that e ABS is kicking in earlier on the left than the right, is this another sign that the ABS pump is at fault? Again many thanks.

id log into the pump first with Diags.... there must be an area logged 100%
