Steering angle sensor is only related to ESP'd cars. If only the ABS and service lights are on, it's most likely to be a problem with the wheel speed sensors. Another common fault is the brake pedal switch but that will also trigger the ESP/TC light on cars equipped with this stuff.
How much do you want to spend? 220bhp will cost you around 5-6k: ITBs, standalone management, fully forged, cams, headwork etc. Weightwise 800kg might be achievable when stripped completely and using polycarb windows, but keep in mind that a proper cage will add about 50kg.
As above, ph1 box on a 182 is fine. But you will lose the advantage of the bolted-on-style differential. On ph1 boxes, the diff is circlip'd which can pop out.
