Allot of these tensioners get broken when using the tension tool, There's nothing wrong using the jubilee clip method as long as you make sure it doesn't touch the belt.

I am guessing you forgot about...
That's normal the small bush is offset in relation to the large one. Both genuine Renault parts I have had have been like this hence its important to fit the small powercrap bush the correct way up.
This is what he told me last year maybe 2016 will be the year when more of these start to fail a bit like the water pumps on the 1*2 engine leaking at 10 years old.
There is a mot tester near me who has been doing the job for 30 years , he said he gets to see a lot of mk2 clios and has never failed one on rear bushes.
Maybe you should take it to a different garage.
I don't know why a seller would do this surely it puts some potential buyers off or at least reduce the final sale price buy the amount of money they have saved on them, makes no sense.
The official power figure for the 182 taken from the Clio trophy factory brochure.
2.0 16V (132kW/182CH)
182 CH if a French power rating.
132kw = 177.015 British horsepower
http://www.cliotrophy.ch/trophy.htm
So you car has 5.515 hp less than the official Renault figure.
