You need to plug it in mate, it could be anything from a connection issue somewhere to a fault with the main control relay.

I'd research CAN networks and more importantly how the various systems in that vehicle are intergrated before you start cutting anything!
I once had someone follow this logic:
Start car, cut wire(s), if engine cuts out repair previously cut wire, done
... I can assure you now that logic is wrong.
Our 2011 tCe has a little discharge like build up to... normal on this engine especially if it does short journeys.
I'd still want it cleaning up though.
Most likely answer is you have a ph1 and so no post-CAT sensor. Second most likely answer, its been removed from the loom/hidden somewhere and a single sensor/bodged system fitted.
My money is on option 1
Judging by the look of where the remains of the timing belt rests I'd say its smashed thru the plastic mid cover to... be sure that is replaced not glued. Its role is very important
If its going from the "normal" mid point to slightly low then it would make a poor sealing/stuck open stat a real possibility yes.
It could also be an electrical fault with the vehicle to. Does it do this silly needle dance when the engine is at temp but sat idling or is it only when you drive...
