The petrol thing would make sense. High insurance group cars tend to guzzle gas, those that drive lots tend to pay more anyways.
Would have the added benefit of encouraging people to go for lighter, more economical motors, which the government should like.
Maybe they should of found some extra ponies and not worries so much about the shell, given that it doesn't translate to a faster car ;).

I don't drive fast enough to roll, and fixed seats would piss me off day to, so I won't be getting a cage. For a dedicated track toy, 100% would though.
I always put them on the front. Newest on the driven wheels, the Clio tends to understeer, not oversteer.
But there's no right/wrong answer, different 'experts' will give different opinions.
