Well common sense would indicate a high number of owners would lean towards the car maybe having some issues - each new owner finding out and then selling on - but although sometimes justified, is a bit nieve.

the RS's are very sensitive to timing, so anyone can fit a belt but if they don't use the right tools and know what they are doing, then the timing will be out - the car will still run but will end up being about 25bhp down - so proving to them and getting them to pay up would be a right pain in...
That is a risky way to strap it - even if it has a strap at the back, the car could move around when on the rollers - and if they ran it properly (in 4th gear) then you will really know about it if the car comes off the rollers at 100 mph.

Exactly the same symptoms 4 of mine had (first had it happen back in 2004) and I tried everything but the fact it revs itself means air is getting in but it won't be an air leak as it revs - ie a different amount of air going in...

As chip has said, its perfectly do able to fit the engine, but be aware you will need a lot mors than just the engine, as you will need to upgrade the suspension and brakes to cope, and bearing in mind a 172 can be had for 1000 pounds +, it would end up costing you more than that to get t up to...
