The filter just cleans the oil and its ok for 12k realy. OK the oil will be dirsty as the old filter holds some oil but its nothing to realy worry about.

They cna wear more on one side if the calipers sliders are stuck as they can be. The low fluid level is supposed to indicate when new pads are needed when the levels low pads are worn. and the warning light goes off.

172 has 14 degrees advance the 1.6 doesn't run 40 degress that would be mad.

Check the eartling lines and the cables for the alternator as there common failure points.
