Would it not be wise to put the rear seats and parcel shelf in now you’re on this road?
When I first got my last 172 I had the seats down for a week or so (as it was full of spares) it was genuinely horrifically loud (some fandango exhaust fitted)

Not that I’d do it but I do remember a few threads over the years where people just apply for logbooks of these abandoned cars and take them.

If you’ve got the money and can find one, buy a JDM 2.0 engine. If you never need it you’ll sell it easy enough and they’re a much better engine. Yes the 2.5 has torque but the way the 2.0 revs is awesome.

I prefer a heavier clutch (a good 172 one) nothing worse for me than trying to drive some modern shopping car with really light pedals and over assisted brakes & steering.
The point is the plug on the bulkhead takes the signal from the throttle pedal through that plug and ultimately to the throttle body. Poor connections there can give you same issue. Water sloshing sounds like it might be swimming under the washer bottle area
