I think the marelli ECU is locked down with regards to software access, and the dash isn't accessible for other ECU's to control either.
I would be looking at Race Technology dash's, Stack are nice but IMO they've been overtaken.
Always prefered the ph1 on the whole, but I got a ph2 becuase it came up. Glad I did really as the interior is so much nicer, and I've no intention of stripping it so I have the right variant for me. Something very raw and appealing about a ph1 though

you would need to replace the inlet cam too. Honestly the standard dephaser is pretty decent as long as you change the oil regularly for good quality stuff
you honestly won't need verniers unless you plan to go very very far with tuning, infact retrofitting vvt from a 197 would give you more benefit as you could control the timing completely rather than have it fixed. This would need an aftermarket ECU though, and a cam angle sensor adding.

no, if you pull the solenoid out, you will notice where the plug sticks out the body of the solenoid there is some movement. I've seen oil weep out of there
I've sealed up a couple of solenoids round the plug too. If the plug moves in the body is has leak potential. Unusual, but there's no harm in it as you have it apart.
shells are the same, 1.2's are very different engines to the 1.4 and 1.6 which are versions of the same thing.
