Not something I'vehad to think about before but won't quite be as simple as that though I don't think. Have got a head somewhere with cams in might have a play with it after.
Get the cap tested first.
Had one last week that was doing similar thing and was a faulty cap, genuine Reno one and not that old either. Had a load of spare caps and tested five until I got one that was holding full pressure.
s**t happens.
I had a 182 in with bent valves, swapped the head over for a good one and got the cams mixed up, didn't notice until I tried pulling the cam cover down, swapped cams over but penny didn't drop until I'd got it timed up that I'd bent valves on the new head...c'est la vie...
Does sound more like cable/adjustment with the bit being low. Odd that clutch feels heavy at the mileage though, have found they don't seem to get heavy until around 80,000 miles or more.

the wife's 172 has done well over 200,000 miles now, got it on 140,000. i kick it's head in most of the time when i drive it and it's still going strong.
you don't need to worry about breaking the old ones, i was doing pipes for someone while they were watching with a worried look as i was just snapping and chopping the old ones off, told them how much time it saved and got the reply of 'oh aye, can you get the new ones on as quick?'
