The other two pins in the fuel pump plug should be for the tank level, are you sure they go to the cut off switch? Yes i'd say theres a problem somewhere if your only getting 8.2v at the switch, time to trace and check the wires in the bay.

Theres two bulbs in the back of the display for the backlight, you'll probably have to change them. Halfrauds sell them for £1~ or so. Dash top off to change, nothing major.
