Depends what your on about on the 172 the water pump is powered of the AUX belt which is powered by the crank which is turned by the connecting rods which is moved up and down by the pistons.

Are you sure your switching the ESP on not switiching it off? The system would do this if it were on and had a fauklt or misaligned sensors.
You don't need to change the shocks can go down 60mm its just the shocks will wear more how much quicker is difficult to say. Put it this way on stock springs I had worn the dampers in under 50k to a level I wasn't happy with. Other have had springs on for 60k and are still happy with the ride...
