Sounds like they havent put it back on right and its catching on the horn sensor which goes quite far round the inside of the wheel, its fairly simple to pull off, if you look behind it youll see two metal pinns on the sides and it clips at the bottom. Pull the middle of the air bag and itll pop...

clios from 1998 onwards can go 60mm on 17s no rubbing (dependant as Rob says on the offset of the wheels)
Ive had mine the longest (since July 2001) and done 49000miles and its been fine (and its driven very hard!!!!!) few rattles here and there, but thats more due to me pissing about with it!!!!!

yeah LOADS OF PATIENCE!!!! It can be tricky getting them to line up, the weight is all supported from the rear clamp (centre section/back box clamp)
Hard to explain how to line it up, you have to get the centre section mounted as high as possible (and make sure the clamp on the CAT is tight)...
