1.8 16v Radiator fan

Got a 1.8 16v and the Radiator fan fuse was missing so i replaced it and the radiator came on constant. removed the fuse and it stayed on the only way to stop it was to take the earth of the battery. Coming up to summer now and would prefer to have a fan to be honest. Any ideas what the problem is? Also wondering about the low temp thermostats?
