172 electrical problem - help required!

When I start my car up one of the front headlights comes on even though they are switched off, when I turn the side light on the light goes off and the sidelight are on as expected, then when I turn the main light on, only one light comes on - the other one flickers but doesnt come on!!...

Any ideas??.. where are the light servo's???
