182 heaters seam pants

My 182 has climate control, now the temp seams okay ie set at 26 its 26 but when i put the blowers on driver on full wack they make lots of noise but not alot really comes out, anybody ever suffered this before ? im thinking maybe blocked pollen filter ? if so any ideas on place of the pollen filter ?

Does it blast out air when on cold poitning at the driver?

not really it makes a hell of alot of noise but not alot comes out , you can feel it but just doesnt feel very good at all , when you swap it you can hear it wapping from face to floor to windscreen etc
