197 - Sticky revs and exhaust vibrating

Went to look at a Clio 197 for the other half today.

Overall it seemed pretty tidy - high number of owners but it seems to have been serviced at main dealers it's whole life, including the cambelt 2 years, 7k miles ago.

There were two issues that bugged me, though.

1. The exhaust seemed to have a vibration that resonated through the whole rev range, but was particularly noticeable around 3k RPM.

2. When revving the car, it felt like the revs continued to rise for a moment after releasing the throttle and were very slow to fall again.

Can anyone offer any indication of what either may be?
 
Heatshield? They don't usually have any common problems on the exhaust other than the flexies, but that's usually indicated by a blow. I have heard of the odd secondary cat issue..?

Revs, they are FBW, but no different to a pahse 2 1*2 imo
