anti roll bar link bush fitting

Im having abit of trouble fitting the anti roll bar bush.

Ive got the old bush off and can manage to get the new bush in place by prying downing the anti roll bar and inserting the middle section. With all 3 sections in place and the bolt going through there doesnt seem to be any thread showing for the bolt to go on. Also the bottom section with the washer inside, does this face down so the washer is facing the floor or does it face up towards the middle section.

Its bloody hard, but I ended up doing it with a G clamp and another pair of hands to push down the bolt.
