bump in the arch that rubs tyre

ok im sure im not the only one running a low clio sport but its not too low at all and when I corner hard or sometimes not so hard if I have a passanger the tyre rubs the nut that sits in the bump at the top of the front arch. I think its something to do with the front bumper mounting (me stupid).
Im sure someone has modded it before as i dont want to raise the car. can i just batter it out of the way with a big hammer or cut it off. Please help its driving me mad.

Think most people "modify" it by cutting it ogg, if it's the bit I'm thinking of.

Yeah its a cup with standard turnis. When I do my braided hoses next week I will take a look and report back keep the replies coming as I would like to know how to sort it. I reckon the track warriors know how to sort it.
