Bumper markings, respray needed?

Finished a 200 mile trip today acquiring my 172 gear, very happy.

Paid £10 for this bumper yesterday, from a breaker, as its not in the best condition, still quite a bargain...

there's a few marks on it pretty bad, just wondering what the general thought is... respray needed?

the scratches on the third pic I managed to T Cut most out, but the one that looks like a signature feels all bubbly..
