Buzzing and whining????

Hi all, iv just noticed my car auto headlamps whining and buzzing, while i was cleaning it all this morning with the ignition on! As i lifted the bonnet to cean all the engine bay out etc! No to sure if this is normal? It does it even if the headlights are not on?? It sound alot like they are adjusting?! Any advice would be greatly appriciated! Thanks guys!!!!!!
