A long shot but do you have a cordless landline phone anywhere near your sky box?
C4+1 is one of a few channels where the signal is converted to a similar frequency as the phone and can cause it to fail.
If you have move the base station or turn it off to see if the channel works.
Could also try pulling all the plugs on the sky box (power and the inputs from the sky dish) to dissipate any static.

You have a DECT (Digitial cordless) phone don't you?
Turn off the base station, I.E unplug it from the power, and the picture will instantly return to normal.
