Clio 182 engine turns over for 2-3 seconds then dies

I have a Clio 182, its been running fine then last week would not start. had now power from the battery. found that earth connection from battery was faulty. i replaced the cable from the battery negative to the chassis. since then the engine turns over for about 2-3 seconds then dies.

ive checked all fuses in engine bay and all ok. i also have connected a OBD reader and have CAT monitor not ready and oxygen sensor not ready. Could this be the problem?
