clio mk2 ph1 Lights problem (dual optics)

hello from Croatia and sry for bothering you. i didnt find any theme with my problem so i am opening new.
i have clio mk2 ph1 and owner before me has put the dual optics headlights in there. problem is when i drive in the night with low beams on i dont see anything.
i have changed the bulbs and now in there are bulbs from 100W each and i still dont see road.
the connections how i manage to find are good and everything is ok. headlights are clean and not in bad shape.
So where is my problem ?

in my opinion maybe i am wrong the connection is poor somewhere and the bulbs dont get enough amount od amps.
and my cooler for radiator is runing very slow so i think somehwere is problem with electric but is good to hear someone else opinion and where to look.

Litle update today i was cheking the wiring and its litle wierd. in all schematic all clios have 1+wire for low beams and 1 + for high beams
to me i have 2+ wires for low and 1+ for high
this is strange becouse why do i have double positive wiring for low beams ?
i have place for fuse in my fusebox for dual optics and only i can think of it is that extra wire on low beams is when you turn the high beams that low beams can still work
