CV Gaiters (Outer)

My cars just redded it's MOT because the OS and NS CV gaiters "are insecure". I've looked under the car (and unless I'm totally barking up the wrong tree, I'm no mechanic) They're both missing the jubilee clips which I believe they have to hold them in place. The gaiters themselves look fine, can I just get some clips re-grease and reseat them or am I being a div?
It also failed on a missing fuel cap washer :S.
