dephaser issue!! rattling/tapping

  clio 172
Hi guys.
Recently bought a decent clio 172 on the cheap because it needed a new engine. i sourced a new engine that was in good condition and put it in, also put on a new dephaser pulley and timing was all correct etc.
started the engine and had that common tapping/rattling noise when revving which alot of people say is the dephaser pulley. we had 2 dephaser valves which we swapped but still the noise.
the engine i bought was left overnight in the rain and there are traces of water in the sump. could this be a part of this rattling also because the pulley relies on pressure an what not to go into the advanced position?
im not the greatest with cars im just looking for a little help because engine work on these become stressful times, especially when i havent had a chance to see how well it goes.

thanks guys,
Neil

i would say there is another problem dephaser generally is when warm.
does this sound all the time.
possible tappets sticking/loss of oil

hi, yes correct tools were used for the timing, thats all good. i will check idle valve.
will change the oil first as ive been told it could be a reason why the dephaser pulley is not working properly. (too thin and water) hoping thatll be it.
the pulley is new so i wouldnt have thought that to be the problem.
